Kenneth Hughbanks still yet to appear in lawsuit with Jamey Noel

Hughbanks, the former Scott County sheriff in 2018, is alleged to have received $214,000 unjustly from Noel and the jail commissary fund.

LOUISVILLE, Ky. — Editor's Note: Kenneth Hughbanks is named in the complaint, but his response to that is due 21 days after the service of the complaint, so on or before June 7, 2024. He was not one of the noticed parties for the hearing on May 20.

Kenneth Hughbanks, the former Scott County sheriff for part of 2018, has not appeared in a lawsuit with Jamey Noel where he is a named defendant.

Hughbanks, who is a past business associate of Jamey Noel, was sued along with Noel on May 10. The Attorney General's office is trying to get back $900,000 that was allegedly taken from the Clark County Sheriff's Office jail commissary fund between 2018 and 2023.

Hughbanks is accused of getting $214,000 from the commissary for vague contracting work, and not declaring it on his taxes. Hughbanks also owns the insurance company that previously provided the liability coverage for some of Noel's emergency response companies.

Jamey, his wife Misty and three of their daughters appeared in court on Monday. Jamey was there for two lawsuits and his other family were there for one lawsuit. Hughbanks was not there, and neither was an attorney representing him.

On Thursday, a "return of service" was filed showing Scott County Sheriff's deputies served Hughbanks a notice to appear on May 17 at his warehouse on Kerton Street in Scottsburg. The document said he received the summons in-person.

WHAS11 has unsuccessfully tried to reach Hughbanks and ask him if an attorney is going to appear on his behalf in the case. This is a civil lawsuit and Hughbanks has not been charged criminally.
