Former Clark County Sheriff Jamey Noel will be back in court on April 9 on claims that he broke his bond agreement

Noel was ordered to surrender his firearms, except one shotgun, when he posted his bond, but ISP carried out a search warrant and found at least two handguns.

CLARK COUNTY, Ind. — Former Clark County Sheriff Jamey Noel will be back in court on April 9 on claims that he broke his bond agreement. 

Noel was ordered to surrender his firearms, except one shotgun, when he posted his bond and was released from jail, but Indiana State Police (ISP) carried out a search warrant on his Old Tay Bridge Road home and found at least two handguns

Now, Noel and his attorney must go before a judge next month and convince them why he shouldn't be held in contempt of court. 

According to the search warrants, investigators seized two boxes containing financial documents from former Scott County Sheriff Kenneth Hughbanks and his wife. They also seized photographs of appliances and a Macy's document. 

Hughbanks is a friend and associate of Noel's. The investigation has recently focused on him. ISP Lt. Jeffrey Hearon, the lead investigator on the case, said that Hughbanks failed to report over $200,000 in income on his taxes. He has not been charged.

The latest court documents show that Noel was spending fire department funds even after he was arrested.

According to a warrant, monthly payments were found from the Utica Township Volunteer Fire Association (UTVFA) bank account to a Sam's Club credit card. Noel was the registered cardholder and his address was listed on the account. 

The new documents show that nearly $290,000 was charged to the card, but there was no timeframe given.

Investigators now want access to those Sam's Club credit card transactions.

Also in the documents, investigators discovered nearly $39,000 was charged to the UTVFA bank account, as early as Feb. 8, on an American Express card. 

Investigators are trying to get access to the American Express bank account to confirm if it was Noel who made those changes.

CASE BACKGROUND

Jamey Noel is facing 25 felony charges, including counts of theft, tax evasion, corrupt business practices, ghost employment and official misconduct. The ISP investigation began in June 2023 following allegations that Noel directed jail staff to work on his personal property and run his personal errands while on county time. 

His wife Misty Noel is facing 10 felonies; five counts of theft and five counts of tax evasion.

His daughter Kasey Noel is facing nine felonies; five counts of theft and four counts of tax evasion.

All three Noels pleaded not guilty.

According to previous court documents, Indiana State Police Lt. Jeffrey Hearon found millions of dollars of personal purchases made by all three on Utica Township Volunteer Firefighter Association credit cards. He also stated they failed to disclose income on their taxes over a five-year span.

Jamey ran UTVFA until January when he was ousted by the board.

The investigation also uncovered Jamey fathered a child with former Clark County Councilwoman Brittney Ferree and paid child support payments with UTVFA funds. 

Jamey Noel's vast automobile collection has been under scrutiny by investigators since the beginning of the investigation.

According to court documents, 133 vehicles are registered to the Utica Township Volunteer Fire Department and New Chapel EMS. A review of those vehicles showed several were "inconsistent" with a not-for-profit fire department and EMS business.

Jamey is accused of orchestrating a vehicle trading and selling scheme where he traded in several cars registered to the UTVFA for vehicles he then registered to himself for personal use. In some cases, he allegedly sold them and pocketed the money.
