Jamey Noel investigation uncovers $100,000 spent by daughter on business credit card, more new allegations

Former Clark County Sheriff Jamey Noel and his wife are charged with numerous felonies. Now their daughter's spending habits are being examined.

LOUISVILLE, Ky. — Another round of search warrants released Friday in the Jamey and Misty Noel investigation call their daughter's spending habits into question, and claim Jamey pocketed nearly $70,000 from his brother's estate and shorted his heirs.

Court documents signed by Indiana State Police Lt. Jeffrey Hearon, the lead investigator on the case, allege Kasey Noel spent more than $100,000 on a New Chapel Fire and EMS credit card over a four-and-a-half year period. Hearon describes those purchases as personal, including clothing, Netflix and tanning.

Jamey, the former Clark County sheriff, ran New Chapel fire and the Utica Township Volunteer Firefighters Association for years until he was removed in January. He is facing 25 felony charges and his wife Misty is facing 10. They have pleaded not guilty.

Both are facing five counts of theft and five counts of tax evasion. Jamey faces 15 additional counts, including counts of corrupt business practices, ghost employment, official misconduct, theft and tax evasion.

Focus turns to Kasey Noel and Kevin Wilkerson

Previous court documents revealed Jamey and Misty racked up nearly $5 million in personal charges on UTVFA business credit cards. Charges were made at cigar stores, jewelry stores, department stores, seamstresses, ticketed events and travel agents.

According to new documents, American Express advised investigators that five card holders were linked to UTVFA accounts: Jamey, Misty and Kasey Noel, and UTVFA board members Matthew Owen and Kevin Wilkerson.

On Jan. 25, American Express produced 1,729 pages of expenditures between 2019 and 2023. Misty spent between $4,000 and $20,000 a month from February 2019 to August 2023, and Jamey spent between $15,000 and $106,000 monthly between October 2018 and September 2023.

Kasey's charges were smaller, but still between $1,500 and $4,000 most months between July 2019 and September 2023, adding up to $108,660.59. In the documents, Hearon states her charges were used for clothing, cosmetics, tanning, manicures and pedicures, vape products, items from Amazon and household goods.

No personal payments were received from Kasey, according to the documents. All payments for the items were charged to the UTVFA.

The investigation also learned Kasey was appointed as her father's administrative assistant. Tax documents show she earned $77,888 for 2022.

Kasey has not been charged with any crimes.

According to documents, Wilkerson made $295,303.86 worth of personal purchases with a UTVFA card. That money was spent on items such eBay and Amazon purchases, auto parts and service, gas and food.

Hearon again states no personal payments were made and all payments were charged to the UTVFA.

Jamey gifts $36,000 from brother's estate to Kasey, shorts his heirs

Hearon obtained tax, bank and property records for the home Kasey owns in Jeffersonville. A subpoena for mortgage records revealed the home was previously owned by William "Leon" Noel, Jamey's deceased brother and Kasey's uncle.

Leon died in December 2018 and Jamey was appointed executor of his estate. Three surviving children - ages 23, 19 and 11 - were named heirs.

The home was sold to Kasey in April 2019 for $180,000. As executor, Jamey gifted Kasey $36,000 of equity, according to court documents. 

After the mortgage was paid, closing expenses were deducted and Kasey was gifted the $36,000, Hearon states a check for $25,545.78 was issued to the Estate of William Leon Noel and the check was deposited into a bank account controlled by Jamey.

Bank statements and canceled checks show Jamey used $8,000 from the estate account to pay a construction company for work on another home Leon owned for the purpose of flipping. There were also two other payments of $8,232.30 linked to the UTVFA American Express account used for basement work on the other home.

According to court documents, Jamey wrote himself a check for $16,000 for basement reimbursement, however he did not provide any personal payment. He instead charged the UTVFA for the basement payments and profited $16,000.

According to Hearon in the court documents, Jamey profited $68,552 and Kasey profited $36,000 from money "taken" from Leon's estate account. He also claims Leon's three children never received $36,000 in inheritance due to the equity Jamey gifted to his daughter.

In December 2019, Jamey wrote two checks for $36,982.02 to two of Leon's children. Both checks bounced due to insufficient funds.

Case background

The ISP investigation into Jamey Noel started in June 2023 when authorities believed Noel instructed Clark County jail employees to work on his personal and rental properties, and run errands for him while working on county time and being compensated with public funds.

Noel's vast automobile collection has been under scrutiny by investigators since the beginning of the investigation.

According to court documents, 133 vehicles are registered to the Utica Township Volunteer Fire Department and New Chapel EMS. A review of those vehicles showed several were "inconsistent" with a not-for-profit fire department and EMS business.

Among those 24 vehicles are several Cadillacs, Chevrolet Camaros and Chevrolet Corvettes. Last month, Hearon filed additional probable cause affidavits related to Jamey's vehicles. 

Jamey was in charge of the UTVFA until he was ousted last month.

In December, investigators accused Jamey of unlawfully purchasing a Cessna airplane.

The investigation also uncovered Jamey fathered a child with former Clark County Councilwoman Brittney Ferree and paid child support payments with UTVFA funds. In court documents, Lt. Hearon stated he discovered nearly $5 million in personal charges made on UTVFA business credit cards.

Misty was arrested and charged last week. She was held without bond until Monday's court hearing where she posted $30,000 bond.
