Downtown businesses say panhandling still a problem

Business owners along a portion of 4th Street in downtown Louisville say panhandling is still a problem, seven months after WHAS11 News first reported on their concerns. With city budget cuts looming, at least one Metro Council member says there may be less money for resources to help the homeless.
