Kentucky group critical of JCPS for student achievement gap between blacks, whites

Outside the Van Hoose Education Center there's a rally days before student test scores are mailed. A report from the Bluegrass Institute, a Lexington based group promoting smaller government, is giving the school system itself a failing grade.
