KIEV, Ukraine (AP) — Ukraine's chief prosecutor says a probe by his office so far has failed to determine who ordered a police crackdown on demonstrators. He blames nationalist groups for provocations.

Protesters in Kiev demanded President Viktor Yanukovych's resignation over his decision to ditch a pact with the European Union in favor of closer ties with Russia. The rallies were galvanized by a brutal police action to disperse the demonstrators on the capital's main square on Nov. 30, and the number of protesters reached hundreds of thousands.

Prosecutor General Viktor Pshonka on Thursday sought to turn the tables on the opposition, saying radical nationalist groups were involved in provocations on the square.

In protest against Pshonka's statement, the opposition boycotted a round table seeking to negotiate a solution to the country's political crisis.
