Mugshots of the Month: November
A Louisville man has been arrested after police say he is accused of purposely shooting someone to "put him out of his misery." Police say David Higgins shot his brother in an attempt to end his life. It's not known what condition or problem Higgins' brother has. Court documents indicate the victim is expected to survive, despite being shot in the chest.
