But McConnell didn't leave empty handed.
The final draft includes a nearly $3 billion earmark for Kentucky going to fund the Olmsted locks and dam near Paducah.
The project is one of the most costly in the nation and has been running over budget and work was in danger of stopping had it not received the cash.
Kentucky's other Republican Senator Rand Paul voted against the debt ceiling deal saying it doesn't help curb the bigger problem, the nation's $17 trillion debt.
