FRANKFORT, Ky. (AP) — A hearing officer in the Personnel Cabinet has ordered that Kentucky's former chief racing steward be reinstated with back pay.

The Courier-Journal (cjky.it/12zZbhT) reports that the officer found that John Veitch was improperly fired.

Veitch was fired in 2011 by Public Protection Cabinet Secretary Robert Vance. The hearing officer found that his termination should have been through a vote of the Kentucky Horse Racing Commission.

The ruling can be appealed to Franklin Circuit Court.

Veitch was fired after being accused of failing to perform his duties during the 2010 Breeders' Cup Ladies' Classic at Churchill Downs.

Veitch has denied any wrongdoing.
