Registered sex offender working as a locksmith making some Shelbyville residents nervous

(WHAS11) - A registered sex offender is working as a locksmith in Shelbyville and it is making some residents nervous.
As part of his job he is changing locks and putting new locks onto people's homes.

WHAS11 found out who he is and found out about another disturbing employee he allegedly hired in the past.
There are few jobs in Kentucky that a registered sex offender can't have. Those are mainly confined to schools and daycare centers.
If you happen to be a registered sex offender and open up a locksmith service, you don't have pass any background checks and you don't have to tell your customers.
Some residents of Shelbyville are nervous after finding out registered sex offender Charles Lee Raisor is now a locksmith.
He was convicted back in 2003 of sexually abusing a 13-year-old boy.
Now Raisor owns Charlie's Locksmith and Maintenence.
Raisor may have at one time employed another sex offender, Mark Thomas Cranmer, who has been arrested 12 times since 1992 for such charges as sexually abusing a 10-year-old, possession of cocaine and possession of a handgun by a convicted felon.
One of Raisor's employees told WHAS11 that Cranmer has since been fired.
When we tried to talk to Raisor today, he drove off.
But his employee Jeremy Waters says he thinks there's nothing wrong with Raisor going into and installing locks into homes.
Even though the Charlie’s Locksmith website says employees are certified and insured, no criminal background check or license is required, so any convicted felon could start a locksmith business.
And now, Raisor has some new criminal charges to worry about.
Back in April he was charged with failing to comply with the sex offender registry and violating sex offender residence restrictions.
He has a preliminary hearing on the charges set for Thursday.
