Severe weather update from Department of Homeland Security and other state agencies

CURRENT SITUATION

 

  • Evacuation ordered in Daviess County north of Maysville due to a levee overtopping. Residents being evacuated to Lena Dunn School in Washington.
  • The East Fork of the White River has dropped below Flood Stage at Columbus after setting a new record flood level on June 8th .  
  • The East Fork of the White at Seymour has crested and is dropping.  The river is now cresting at Bedford.
  • At Edwardsport, the White has crested and is steady. Downstream, river levels at Petersburg are rising.
  • The Wabash has crested just above Major Flood Stage at Riverton in Sullivan County and just below Major Flood Stage at Vincennes. Crest continuing south toward East Mount Carmel and the Gibson Power Plant.
  • The Muscatatuck River is now dropping
  • Duke Energy Plant in Edwardsport shut down due to flooding. National Guard deployed to provide sandbagging assistance.
  • Marine Corps and Coast Guard personnel and aircraft have completed assigned missions and are standing down from flood response operations.  

 

FLOOD CONTROL

  • Monroe Reservoir holding steady
  • Cecil M. Harden Reservoir holding steady
  • Elnora – Levee overtopped water now receding
  • Plainville – Levee #8 overtopped still holding
  • Sandbagging efforts continue in: Daviess, Dubois, Green, Johnson, Knox (Duke Energy Plant), Morgan, Putnam, Shelby (Flat Rock Post Office), and Vigo counties.

 

STATE AGENCIES ACTIVE IN RESPONSE OPERATIONS

  • Department of Natural Resources:
  • The Division of Forestry is preparing to use bull dozers to clear mudslides from roadways in Owen-Putnam State Forest to help campers retrieve their vehicles.
  • Most state parks and reservoirs are open and expected to be ready for use this week. Guests with reservations are being contacted either by the property or through the Campground Reservation System (CRS) with status updates. The CRS number is 1-866-622-6746.

Morgan Co.

 

  • Indiana State Police:
    • Morgan County
      • Forty (40) DOC inmates from Pendleton and Indiana Youth Center are assisting with clean up in Martinsville.

 

  • Indiana Department of Transportation

  • State Department of Health

The Indiana State Department of Health continues to work with local health departments to ensure sufficient supply of tetanus vaccine is available for individuals in flooded areas who need a tetanus shot.

 

Indiana Department of Environmental Management

Debris management: IDEM is working to coordinate waste disposal efforts and inform local communities about guidelines for emergency debris management. IDEM has initiated waste disposal coordination with Bartholomew County, Brown County, Johnson County and the City of Franklin. It is anticipated that more requests for assistance will be coming in as the flood waters recede. All landfills in affected areas report that they are open; however access to them may be limited due to flooded road conditions.

 

Spill incidents: Five (5) IDEM emergency response personnel are working to investigate and, as necessary, help contain and stabilize reported spills and releases in several communities, including Martinsville, Franklin, Nashville, Poland, Terre Haute, Nashville, and Daviess County. Numerous incidents have been reported.

 

Livestock operations: IDEM, with the assistance of the Indiana State Department of Agriculture, is in the process of assessing conditions at manure lagoons around the state.

 

Wastewater treatment plants and sewers; IDEM advises residents that flood water, in general, is considered to be contaminated, and residents should avoid contact, avoid ingestion, and wash hands thoroughly after coming in contact with flood water. Outages and disruptions are being reported, as expected, due to flooding.  

 

  • Agriculture – IBOAH and ISDA

If farmers have livestock losses (deaths), they should go to the Indiana Board of Animal Health website at www.in.gov/boah or call 317-227-0300.

If farmers have manure, pesticides or other farm chemicals that have spilled due to flooding, they should contact the Indiana Department of Environmental Management’s Spill Hotline at 317-233-7745 or 1-888-233-7745.

 

  • Indiana National Guard

The Indiana National Guard has now deployed 1,272 Soldiers and Airmen to perform sand bagging and other relief activities in numerous areas within the state particularly in the south and southwestern parts of the state.

The Indiana National Guard is sending 50 soldiers to Jasonville Levy located 5 miles north of Jasonville on SR 59 for sand bagging operations.

The 38th Division has completed its sand bagging task at Flatrock Post Office in Shelbyville.

Columbus Regional Hospital – Guard is continuing to provide security.

  • Indiana Dept. of Corrections

WVCI took 50 sheets and 50 blankets from the emergency stockpile; they were delivered to the Worthington fire department today

The Construction Services Division of the DOC will assist in the salvage of the Covered Bridge in Moscow, Indiana. The DOC will use heavy equipment and offender labor to de-construct the bridge and move the salvaged materials to a warehouse at the Wabash Valley Correctional Facility for possible re-construction.

CRITICAL INFRASTRUCTURE AND FACILITIES

Status of Utilities:

Service was disrupted for nearly 1500 IW-Morgan customers over the weekend because of the record flooding. 

Service has been restored to tall customers and all water from IW is safe for consumption

The remaining 35 customers on Huggins Hollow Road may now consume water without boiling.  Test results were negative for any type of contamination

Final water quality test results received this morning show no contamination in the Indianapolis Water-Morgan system following main breaks over the weekend due to flooding.

Boil order in Columbus expected to be lifted this evening.

 

Water System Failures

Emergency water for the following

Rural Vigo County -25,000 people for one week.  Total 175,000 gal. of water

Gosport (Owen County) -700 people for two days.  Total 1400 gal. of water

Freedom (Owen County) -700 people for two days.  Total 1400 gal. of water.

Jasonville/Colemont (Greene County) - 3200 people for two weeks.  Total 44,800 gal. of water

Hymera (Sullivan County) - 1200 people for two weeks.  Total 16,800 gal. of water.

Sewer

Greene County – Switz City shut down doe to flooding

Power

Duke Energy Generating Plant in Edwardsport shut down due to flooding. Sandbagging underway by IN National Guard.

IPL has reports that 3,950 customers are still without power
