Passport Health expected to develop West End property

Passport has 'good announcement' to make Wednesday

LOUISVILLE, Ky. (WHAS11) -- Passport Health Plan is expected to announce plans this week to develop a vacant lot at 18th and Broadway in Louisville’s West End.

A spokesperson for the non-profit healthcare provider told WHAS11 the organization would make a “good announcement” at the property during a news conference Wednesday morning but declined to divulge more details.

The property expected to be developed is the vacant lot in the southwest corner of the intersection. It has been vacant since the Philip Morris cigarette plant left the area in 2000. In recent years, it had been selected as the future site of a Walmart Supercenter but the mega-retailer pulled out of the project in late 2016 following a lengthy court battle.

“My biggest concern was that I’ve stood out here for so long, and so many times, and we’ve been promised so many times and been let down,” said Rev. Milton Seymore, the chairman and acting executive director of the Justice Resource Center. “I’m not going to jump for joy until I see the first brick is laid.”

Passport is headquartered in far south Jefferson County on Commerce Crossings Drive. The non-profit administers Medicaid benefits to hundreds of thousands of Kentuckians every year. It employs more than 400 people, according to its website.  

As the community waits to hear Passport’s plans for 18th and Broadway, Seymore said he is hopeful increased development in the West End will encourage more businesses, especially retailers, to relocate here.

“Maybe somebody will see that this company decided to invest here and will decide to bring other business too. That’s the problem. You’ve got to have somebody to break the pattern, and I think that this here can do that,” said Seymore.  

The news conference is scheduled for 9:30 a.m. Wednesday at 18th and Broadway.
