Witness cell phone video released in off duty LMPD shooting

LOUISVILLE, Ky. (WHAS11) – New details have been released to WHAS11 the night an off duty Louisville Metro Police Officer allegedly shot a man.

A cell phone recording an unidentified witness captured moments after gunfire on September 4th 2012 showed an altercation between two men. The witness described what he saw while he recorded the video.

“He was following him on Magazine and they came through here and dude said, ' cut the ******* car off! Cut the car off, and it was boom! They was arguing."

Police believe off duty LMPD Narcotics Detective Chauncey Carthan shot then 22-year-old Ishmael Gough.

Gough has told investigators the night of the shooting Carthan followed him for several blocks in his unmarked car. Carthan has said he identified himself, but Gough did not comply.

The witness who recorded the cell phone video told police he never heard Carthan identify himself as a police officer.

In the cell phone video Gough is screaming for help.

"Oh man he said, ‘please help me.’ You hear him saying please help me."

In the dash cam video from a police cruiser Gough can be seen lying on the ground and a man is standing over him. The man then drops what appears to be a weapon and puts his hands up before lying on the ground. A responding officer quickly identifies the man as Chauncey Carthan.

"Chauncey is over there...Chauncey is over there. He's the one that shoot him. He was the one with the gun."

Chauncey Carthan faces DUI, Wanton Endangerment, and Official Misconduct charges. Carthan is still employed with LMPD and is currently on administrative duty. Gough has filed a civil suit.
