Louisville, Ky. (WHAS11) - There are new developments in a lawsuit filed by a former employee of Louisville's Metro Animal Services.

Veterinarian Kendall Clay filed the lawsuit against the city and former leaders of the department last year in federal court, alleging sexual harassment and illegal practices.

The lawsuit has now been moved to Jefferson Circuit Court.

Clay claims she was sexually harassed by former department director Gilles Meloche.

She also claims Meloche illegally euthanized kittens without anesthesia by putting needles through their hearts and kept inhumane conditions at the shelter.

The city won't comment on pending legislation.

Gilles Miloche resigned from Metro Animal Services in 2009 amid other allegations of wrongdoing and sexual harassment.

Last year Mayor Greg Fischer appointed Justin Scally to run the department and try to turn things around.
