LOUISVILLE, Ky. (WHAS11) -- A Louisville man has been arrested and charged with indecent exposure and disorderly conduct for his alleged actions outside the Department of Corrections building.
According to police, Cornelius Duncan was arrested early Friday morning after a complaint was made that Duncan was masturbating outside the exit of the building. When police arrived, the found the man defecating in plain view of the public.
Police say he was not clothed when they approached him.
