CARROLL CO., Ky. (NEWS RELEASE) -- A man who police were told was planning to sell heroin to a man sought for two burglaries was arrested after being tased twice and sprayed with pepper spray.

Kenneth R. Otter, 24, was in the 500 block of Hawkins Street when he approached Carrollton Police Officer Daniel Embry. Officer Embry and Officer Justin Doll were in the area in plain clothes in anticipation of the heroin deal.

Otter was told to put his hands on the wall and comply with police. He appeared to comply then suddenly turned and ran. Officer Embry was able to grab Otter’s shirt and Otter struck the officer in the face. He was subdued, but continued to fight with police. Otter was tased twice and pepper spray was used before he complied with authorities.

Otter was taken to the Carroll County Detention Center. During a search of his person, authorities found a used syringe inside his boot. He was charged with fleeing or evading police second degree; resisting arrest; possession of controlled substance first degree first offense (heroin); and promoting contraband first degree.
