LOUISVILLE, Ky. (WHAS11) -- For the first time since he said it Kentucky's Education Commissioner Terry Holliday now says he may have over-reacted when he said academic genocide was going on in Jefferson County Public Schools.

Holliday and the district superintendent appeared together addressing if they are doing enough to tackle failing schools.

The state education commissioner says he doesn't want the state to come in and take over struggling schools in the district, but he says things have to improve.
