(WHAS11) - The Kentucky House has voted yes to bring back voting rights for felons who've served their time.

The proposal would remove the requirement for the governor to sign off before a person's right to vote is restored.

It wouldn't apply to people convicted of murder, rape, sodomy or sexual contact with a minor.

The last three years a similar bill has passed house committees and the house but the state senate has never taken it up.

Kentucky and Virginia are the only two states that don't allow former felons to vote.
