LOUISVILLE, Ky. (WHAS11) -- Louisville Metro police have released the identity of the narcotics detective who allegedly shot an unarmed man while he was off-duty in West Louisville.
It’s not the first time the detective has been in the news.
A woman, who did not want to be identified, called 911 after she heard a gunshot in her neighborhood. She says she witnessed Detective Chauncey Carthan shoot a man close to her front porch.
"He said I'm shot, I'm going to bleed to death," said the woman. “I heard a gunshot and I wasn't sure if it was a gunshot, but then I heard somebody crying out oh, oh, oh like they were in pain."
Louisville Metro Police say that Carthan was off-duty and in plain clothes when he confronted a man before midnight Tuesday at 24th and Chestnut streets in the West End.
Carthan exited his unmarked car and identified himself as police before telling the man to get out of his car, but the man did not listen. That's when LMPD says Carthan shot the unarmed man in the lower part of his body.
"The police officer kept holding a gun on him but he was already down and I was thinking if he's a police officer why didn't he call for back up?" said the woman.
The man was later treated and released from University Hospital for non-life threatening injuries.
Several neighbors say the detective followed the man in his car for blocks. Neighbors are on-edge with so many unanswered questions.
Carthan was in the news two years ago when he was reprimanded by Chief Robert White in December 2010. He is part of the LMPD Narcotics/ Intelligence Unit and was hired in January 2001.
Carthan spoke loudly about the drug investigation of Assistant Commonwealth's Attorney Matt Conway in which Conway was never charged.
According to Metro Police reports, Carthan said in public at Jeff Ruby's Restaurant that he was going to "bring the Conways down."
Now he's on paid administrative leave for allegedly shooting a man in the West End.
The Public Integrity Unity is investigating. In the meantime, police were not able to answer whether the man was armed when he was shot.
