FRANKFORT, Ky. (WHAS11) -- The head of the Kentucky Department of Military Affairs is defending the former head of Kentucky’s Emergency Management Agency.
Kentucky Adjutant General Major General Ed Tonini calls John Heltzel an honorable person.
Heltzel resigned last week in the wake of a scathing audit that found the agency wasted taxpayer money, intimidated employees and created a hostile work environment.
Tonni described Heltzel as a trusted friend and says he believes Heltzel tried to make the agency run more effectively.
As the head of military affairs, Tonini oversees the state's emergency management.
