LOUISVILLE, Ky. (WHAS11) – Four years after the Tea Party demanded changes to the way Congress spends money, the Eastern Kentucky lawmaker who heads the spending process says the ban on congressional earmarks is a bad idea.

Hal Rogers, who has been in Congress since 1980, has used his position to bring home federal dollars to his district.
