(WHAS 11)--The debate over charter schools could heat up as the legislative session continues in Frankfort.
A representative from Shelbyville has filed legislation proposing a pilot program for public charter schools in Kentucky.
Representative Brad Montell says the state should not ban them as they work to improve education.
Charter schools are tuition-free public schools that are available to all students.
