LOUISVILLE, Ky. (WHAS11) -- A Radcliff man faces child abuse charges after police say he locked his children in the basement and hit one of them with an extension cord.
Christopher Ruttley was arrested after the three kids told their mother about the alleged abuse.
They say Ruttley locked a basement door from the outside and wouldn't let them out.
One child said his father whipped him with the extension cord.
Police say the boy had swelling and bruising on his left hip.
Ruttley allegedly told officers he hit the child with a coat hanger.
