LOUISVILLE, Ky. (WHAS11) -- A Louisville man was arrested and charged with possession of a controlled substance on Monday night.
Police say Kyle Ballard, 27, was found by EMS slumped over the wheel of a Honda Civic with the flashers on and parked on the wrong side of the road. When officers arrived, Ballard was sitting in the front seat, conscious, but confused.
LMPD said a small plastic bag of methamphetamine was discovered in the center console of the vehicle, along with a pipe used for narcotics. Ballard also was accused of having an unlabeled pill case attached to his keys that contained a Hydrocodone pill.
