LOUISVILLE, Ky. (WHAS11) -- A Louisville man and woman are facing prostitution-related charges after police said they were spotted loitering in an area high in prostitution activity.

According to the police report, Cybil Artis, 42, was observed loitering on Dumesnil Street in extremely cold temperatures.

Officers spotted a black Dodge driving South on Dixie, which then turned into the alley coming onto the 1800 block Greenwood.

Artis was then seen getting into the car.

Police said this action is consistent with loitering for prostitution.

When officers stepped in to investigate, Artis willingly gave up a crack pipe out of her pocket.

The driver of the car, John Mocasque, 45, was charged with loitering for prostitution and police found he had an outstanding arrest warrant for escape in the second degree.

Artis was charged with loitering for prostitution purposes (second offense) and possession of drug paraphernalia.
