LOUISVILLE, Ky. (WHAS11) – On May 7 police said 20-year-old Richard Small is facing charges after police said he made a call from the Louisville Metro Department of Corrections asking a person to shoot a 17-year-old on May 2 and threatened the same person while at Thunder Over Louisville.

Small was held at LMDC on unrelated charges, according to police. The person Small called said he would not shoot the 17-year-old, police said.

According to the police report while at Thunder Over Louisville Small approached the 17-year-old’s friend and others asking about the 17-year-old’s whereabouts. Police said the friend told Small she did not know about the 17-year-old’s whereabouts.

Police said Small told the group to let the 17-year-old know that when Small sees him he will kill him and Small then lifted his shirt to show the handgun to the group.

Small is charged with wanton endangerment in the first degree and terroristic threatening in the third degree.
