Louisville, Ky. (WHAS11) - William Stocking is facing charges after police said they found a starving dog in a back yard.

Stocking is charged with second degree cruelty to animals. after police said they found the dog in the yard of a Hodge Street home with no food, water or shelter.

According to the arrest report, officers found the dog, a female mastiff, with her bones protruding and her ears covered in flies.

Officers said Stocking's mother told them he owned the dog.

In addition to the cruelty to animals charge, Stocking has been charged with tampering with physical evidence and possession of drug paraphernalia.
