According to police reports, officers were dispatched to East Jefferson Street after many calls of complaints to the police station. Police arrived on the scene around 3:00 Friday morning.
Upon arrival, officers discovered Michael Hauisward, 59, passed out behind the wheel of his car. His head was resting on the horn, causing it to continuously sound off.
LMPD says Hauisward was woken by police and had slurred speech, was unsteady on his feet and was all-around non-coherent.
