German fugitive arrested in Louisville

LOUISVILLE, Ky. (WHAS11) -- A convicted sex offender living in Louisville is apparently wanted on child sex abuse charges in Germany. The man faces new charges now for where he was living and his neighbors say they are shocked to learn who was living near them.
 
Robert Stiver was originally arrested for living 980 feet from Little Blessings Daycare. That is 20 feet too close for a convicted sex offender. Then, officers discovered he was a fugitive, wanted on an Interpol warrant for 9 cases of sexual abuse of children in Germany.

In Kentucky, he had been convicted in 2009 of sexual abuse of a child under 12 and before that, sodomy of a 9-year-old. A mother living across the street says his arrest makes her want to move out of the neighborhood.

"I mean, that scares me because I have four children, especially girls. But, you know, sometimes it don't make a difference whether it's girls or boys. But, it scares me. I wish I had known that a long time ago," said Yolanda Thomas.
 
Neighbors say Stiver’s wife told them her husband had just gotten out of jail in September.
