LOUISVILLE, Ky. (WHAS11) -- Bound and gagged women protested the Louisville Metro Housing Authority on Tuesday afternoon.

Protesters said the Section Eight Housing recipients, most of them African American women, should not be forced to be part of a federal housing experiment.

The test project would change the way about 1,000 of Louisville's 9,000 Section Eight Housing recipients pay for their rent.

Advocates from several social justice organizations protested the idea, saying Louisville's poor shouldn't be subjected to HUD's experiment.

WHAS11's political editor Joe Arnold has more in the video player above.
