INDIANAPOLIS (AP) -- Gov. Mike Pence is planning an expansion of the Healthy Indiana Plan that he hopes will serve as an alternative to traditional Medicaid.

Pence is scheduled to roll out his proposal Thursday morning during an event in Indianapolis. The plan will create two tiers of the Healthy Indiana Plan and expand the state's hospital assessment fee to cover the cost.

Pence has been highly critical of both Medicaid and the federal health care law. He also has said he would like to see a state-run alternative to the federal plan.

The proposal needs approval from the federal Centers for Medicare and Medicaid Services.
