LOUISVILLE, Ky. (WHAS11) -- It's a disturbing case of child abuse here in Louisville, involving a child with cerebral palsy.

The caregiver, 23-year-old Angelica Tutt, is accused of leaving a 9-year-old girl, her niece, on the floor in deplorable conditions.

Police say she was moaning for help at the bottom of a stair case.

"That's kind of crazy to hear," neighbor Tiondra Robinson said.

"They found a child in neglected condition. It had vomit and had feces on it." Carey Klain from LMPD said.

Police arrested Tutt at her Beecher Terrace home yesterday. She was watching six children, including her niece with cerebral palsy. Police says when they arrested her she began to assault them.

"She resisted arrest and began kicking and she did spit on an officer. She's been charged with assault 3 for that," Klain said.

It's a shock to the neighbors that live near the child.

"They walk to the park and drive around all the time they sit on the porch a lot and do regular things," Robinson said.
