LOUISVILLE, Ky. (WHAS11) -- Republicans on Louisville's Metro Council are outlining their proposal for sweeping changes to rules about how discretionary funds should be used.
That type of money was at issue during the ethics trial for Metro Councilwoman Barbara Shanklin.
She was found guilty of misconduct for her use of discretionary funds, but the voting members of the council came one vote shy of removing her from office.
Since the verdict was announced two weeks ago, several council members have vowed change.
