FRANKFORT, Ky. (WHAS11) – Lawmakers have passed a tougher ethics bill in Frankfort, and their feet were held to the fire.

There was a huge outcry after the Legislative Ethics Commission didn't punish former representative John Arnold on charges of sexual harassment, in fact--they didn't even find him guilty.
