Father: Bully may be to blame in girl's drowning

(WHAS11) – An Indianapolis father whose young daughter drowned in a retention pond on April 19th says a neighborhood bully may be responsible for her death.

Five-year-old Chesney Allen's body was found last week and her father, Mike Allen, says her death was no accident.

He says his nine year-old son talked to a boy in the subdivision this past weekend who bragged and smiled about knowing who killed Chesney.
"I want them to find this boy,” said Allen. “I don't want the parents to know who it is from what I say and get a chance to run or whatever."

Relatives say Chesney was scared of water and would not have gone near the pond on her own.  Her father believes someone pushed her into the water, and then left her there.

Indianapolis police and the Marion County coroner's office are now investigating the allegation of foul play, despite the lack of physical evidence.
