TERRE HAUTE, Ind. (AP) -- A Terre Haute couple accused of locking their adopted children in a room, using duct tape to restrain them in beds and pouring urine on them as punishment have been charged with numerous counts of neglect of a dependent and criminal confinement.
Thirty-nine-year-old Larry Russell and 35-year-old Nikki Russell made initial court appearances Wednesday afternoon in Vigo Superior Court.
