ACLU files lawsuit against city of Indianapolis

INDIANAPOLIS (WHAS11) – The American Civil Liberties Union has filed a lawsuit against the city of Indianapolis over a proposed ban on panhandling.

Indianapolis Mayor Greg Ballard has asked the City-County Council to ban oral requests and other solicitations for money across much of the city.

A group of panhandlers say that effort violates their first amendment rights.

The ACLU says panhandling is no different than someone asking for donations to fight cancer.
