PHOENIX (AP) -- Arizona Attorney General Tom Horne plans Monday to announce criminal indictments against 21 military personnel in a case centered on Tucson.

Horne plans a news conference in Phoenix at 10 a.m. to announce the results of an 18-month investigation by state and federal agencies.

Spokeswoman Stephanie Grisham declined in advance of the news conference to provide details on the defendants' military affiliations or the nature of the alleged crimes.

However, the advisory announcing the news conference says the agencies participating in the investigation included the Air Force and the Air National Guard.

Grisham said authorities began serving those charged in the case with summonses last week.
