Senate passes START nuclear arms pact with Russia

   LOUISVILE, Ky. (WHAS11) -- President Barack Obama held a news conference Wednesday afternoon to announce the Senate has ratified START, a new nuclear arms pact with Russia. The treaty would limit each country's strategic nuclear warheads to 1,550 down from the current ceiling of 2,220. It will also establish a system for monitoring and verification.
   The bill passed 71 to 26 handing President Obama a victory on his top foreign policy priority.
