Kentucky Senator Julian M. Carroll (D-Franklin), who represents many state employees in his Senate district, says the fix for the Medicaid shortfall under intense debate "needs to be fixed with Medicaid money and not by sacrificing State employees, State programs and education."
In a news release, Carroll says "... the morale of Kentucky State Government is suffering greatly because, not only have there not been any salary increases, but the increased costs of health insurance and furloughs are hitting their pocket books hard. The most important step the Senate could take for State employees is to provide the exclusion of furloughs for the rest of the year.
