FRANKFORT, Ky. (AP) -- Gov. Steve Beshear has called for lawmakers to approve a massive road construction plan and pass a measure to crack down on prescription drug abuse on Thursday, the final day of this year's legislative session.
  
Beshear told reporters Wednesday that both measures are crucial.

The second-term Democrat said failure to pass the two-year, $3.5 billion road plan would require him to call lawmakers back to Frankfort for a special session. But Beshear said he is confident that the House and Senate will resolve differences and pass the plan.

The governor warned that taxpayers wouldn't be happy if he has to call a special session that would likely cost more than $60,000 a day.

Beshear said the prescription drug bill is needed to curb the state's epidemic of painkiller abuse.
