FRANKFORT, Ky. (WHAS11) – It was an emotional morning for Governor Matt Bevin and his wife, Glenna, as they spoke at an event promoting adoption and foster care.

The governor vowed to make Kentucky the national model for foster care and adoption and is pushing lawmakers to change the system.

At the event, Bevin was brought to tears telling the story of their failed attempt to adopt an 11-year-old girl. The couple has nine children, four of whom are adopted.

He blamed the decision on a broken system that didn't think a large family should adopt another child.
